This is not fully up to date. What follows is a quick primer on what you need as of 4.3.
Stats
Intellect > Spirit > Haste > Mastery > Critical Strike (Mastery surpassed critical strike a couple patches ago)

I wrote this up at level 80 when the Shattering hit. Most of it still applies.
