Strategy
In phase 1, DPS must control the adds while eliminating her mana shield. Once her mana shield is down, you enter phase 2 where you can kill her.
Setup

3 tanks are required. Your two strongest tanks should setup to the left and the right, while the third tank should setup in the back at the base of the stairs where you came into the room. Assuming tanks and healers in groups 1 and 2, I usually assign group 3 to the left, group 4 to the right, and group 5 to the back. Group 5 should be made up of entirely ranged DPS, and should divert to Deformed Fanatics or Reanimated Fanatics as they spawn. Group 3 and 4 should have a good balance of DPS.

2 tanks are required, but only for phase 2. The main tank should tank all the adds in phase 1, with the off tank on guard to kite Deformed Fanatics.
Damage is light enough that healers should not need to be assigned to tanks in this fight.
Phase 1
In phase 1, Deathwhisper is untankable and casts
Shadow Bolt,
Death and Decay (note that her version of this spell is green),
Dominate Mind, and
Dark Empowerment. She will also reanimate a dead Cult Adherent or Cult Fanatic into a Reanimated Adherent or Reanimated Fanatic respectively. Ranged DPS will attack her.
Cult Adherents and Cult Fanatics spawn in waves 5 seconds into the fight and every minute thereafter.

7 total adds spawn, with 2 Cult Fanatics to the left and 1 to the right, 2 Cult Adherents to the right and 1 to the left, and a random one at the bottom of the stairs by where you came in.

3 adds spawn, switching between two different waves. The first wave spawns 2 Cult Fanatics and 1 Cult Adherent to the left, and the second wave spawns 1 Cult Fanatic and 2 Cult Adherents to the right.
While alive, they can be crowd controlled and snared. The tanks must pick these adds up, and melee DPS must bring them down.
Every so often, Deathwhisper will reanimate the dead cultists. They spawn from where they died. Again, they must be picked up and tanked. The twist is that the Adherents will be immune to spells and Fanatics will be immune to physical damage. If you get a Reanimated Fanatic, all ranged must stop what they are doing and kill the fanatic.
Also, Deathwhisper will give
Dark Empowerment to the adds, creating either an Empowered Adherent or a Deformed Fanatic. The Empowered Adherent must be tanked and burnt down quickly. The Deformed Fanatic, which will do 100% more damage, but will be moving slowly, should be taunted by a hunter with Distracting Shot and kited around while everyone burns it down.

Remember to CC those who are mind controlled.
Things to watch out for are
Death and Decay,
Curse of Torpor (curse, must be removed immediately),
Frost Fever (disease), and when the adds get close to dying they will blow up, although this can be avoided by killing them down one at a time.
Don't kill Deathwhisper just after a wave of adds come, wait for about 100,000 mana, then bring the next wave of adds down, then bring her into phase 2. Note that phase 2 is an aggro wipe, and a tank must pick her up.
Phase 2
In phase 2, Deathwhisper casts
Frostbolt,
Death and Decay,
Dominate Mind, and
Touch of Insignificance. She also will bring up Vengeful Shades from the dead adds from phase 1. Adds stop spawning in phase 2.
Touch of Insignificance makes it difficult for a tank to hold threat, so all of the tanks must try to be right up there in threat. Tanks will switch, perhaps often at first, but less so as the fight wears on.
Like Kel'Thuzad,
Frostbolt MUST be interrupted. It does too much damage for a tank to survive, as unlike Kel'Thuzad, it is unresistable.
When Vengeful Spirits spawn, they will chase someone. Ranged DPS must kill them, and the person being targeted must run away or else large AoE damage will occur.
Mind controls continue throughout phase 2, just kill her.
